You can update your version of VLC with the help of a PPA

VLC 2.1.3 for all the available platforms has been announced today, but users of Ubuntu 14.04 (Trusty Tahr) can get the newer 2.1.4 Rincewind version.

The VLC developers have set up a PPA for the daily builds from the latest VLC maintenance branch. According to the developers, “this PPA is used for test building new and upcoming point releases of VLC that can get into Ubuntu through stable release updates (SRU) or security updates.”

In any case, if you add the PPA and install or perform the update, you will get VLC version 2.1.4. The installation is pretty simple and can be done with the help of a few commands and a terminal. You will need root access:

sudo add-apt-repository ppa:videolan/stable-daily sudo apt-get update sudo apt-get install vlc

When the entire world gets VLC 2.1.3, the Ubuntu 14.04 PPA gets VLC 2.1.4, which looks suspicious. This could be just a development version for the next release, hence the numbering in the About menu.
