The latest version of Mesa can be downloaded from Softpedia

Mesa, an open source implementation of the OpenGL specification and a system for rendering interactive 3D graphics, is now at version 10.0 RC2.

Mesa 10.x is the next iteration in the series and it implements the OpenGL 3.3 API. This means that some drivers might not support the specification for the latest Mesa.

“Mesa 10.0 implements the OpenGL 3.3 API, but the version reported by depends on the particular driver being used. Some drivers don't support all the features required in OpenGL 3.3. OpenGL 3.3 is only available if requested at context creation because compatibility contexts are not supported,” reads the release notes.

Remember that this is a development version and it should NOT be installed on production machines. It is intended for testing purposes only.
