You can download the latest version of Debian from Softpedia

The Debian project announced the immediate availability for download of the fifth maintenance version of the Debian 7 Linux operating system.

Debian 7.5 is just a maintenance update, just like all the previous releases in this branch. This means that a number of packages have been updated and a few security issues have been corrected.

“This update mainly adds corrections for security problems to the stable release, along with a few adjustments for serious problems. Security advisories were already published separately and are referenced where available. Please note that this update does not constitute a new version of Debian 7 but only updates some of the packages included,” reads the announcement.

As usual, if you upgrade your Debian system on a regular basis, it means that you already have the 7.5 version in place. You don't need to reinstall anything, but if you do want to install from scratch, a DVD ISO of the latest release is available for download.
