Paludis is a package manager for the Gentoo operating system written in C++ and bash. It comes with C++, Python, and Ruby bindings.
It was designed to replace Portage, which is still used in several distribution. It's mainly used in Exherbo, but it can work in other distros such as FreeBSD.
