system-config-printer is an open source graphical utility written in Python/PyGTK for Linux-based operating systems, especially designed to let users easily configure a CUPS (Common UNIX Printing System) server with the help of the GUI (Graphical User Interface).

system-config-printer mostly emulates the settings provided by the CUPS web interface for configuring printers, but it’s a native application, not a web page. In the GNOME menu, you can find and access system-config-printer under System -> Administration -> Printing.

Being backed by the CUPS API, the system-config-printer utility allows users to configure remote CUPS instances.
