Russian ID3 tags converter is a KDE4 service menu for Dolphin, which converts in one click all audio tags from cp1251 to UTF-8 in the selected file/files/directory/directories.
If directory have subdirectories all mp3 files inside also will be converted. Files which are already in UTF will leave unchanged. Requires mutagen python lib install
To make it work just copy menu file to the directory , provided with output of echo `kde4-config --prefix`"/share/kde4/services".
