The first part solves a problem that history has in displaying a suitable site icon on visiting a fragment of a document.
The second part was a similar problem with titles which was fixed in Firefox 3.7a3; The optional fragment titles attempt to use information from the document, for example:
Bug 420605 – fragment links have wrong favicon and description in history entry.
