SCB, which is no longer an acronym for anything, is an ambitious IRC bot. Written in java and using the pircbot library (http://www.jibble.org/pircbot.php), SCB is one of the most feature rich IRC bots on the web.
SCB was originally an experiment to improve the authors java programming abilities and has gone through several re-writes to improve the code base.
