The bug that caused the issue has been fixed

Some users from the Ubuntu community have noticed that Canonical stopped releasing daily builds for Ubuntu 15.10 over a month ago. Now developers have resumed the process, and things are back on track.

As it turns out, the daily builds were not passing an automated test, which prevented the developers from making the releases official. You could still download the images that were not promoted or upgrade the latest functioning built, but that wasn't the point. In the meantime, things have gone back to normal, and it's possible to download the daily build for Ubuntu 15.10 (Wily Werewolf) once more.

A Launchpad bug has also been submitted for the issue. "I'm not sure what tests are specifically run, but the default Ubuntu desktop image hasn't moved from pending to current in almost a month. This means tools like TestDrive, etc. aren't having users test the latest image - and many users might download the older image manually too." That bug has been closed.

You can now download Ubuntu 15.10 (Wily Werewolf) from Softpedia and give it a spin. Please keep in mind that the regular Ubuntu distro doesn't have any intermediary releases, with the exception of the last Beta, so the daily builds are the best way of testing it. Ubuntu 15.10 (Wily Werewolf) will arrive by the end of October.
