The latest version of Qt can be downloaded from Softpedia

Qt, a cross-platform application and UI framework with APIs for C++ programming, is now at version 5.2 Beta.

The Digia developers have announced another development version of Qt, bringing it a little closer to a final version.

The Qt devs have added a huge number of changes and improvements, which include Qt NFC supported on Blackberry, Qt Android Extras integrated with native code on Android, time zone and locale support improved with QTimeZone and QCollator, animations for QML, and better support for accessibility features, which are available on all platforms.

Remember that this is a development version and it should NOT be installed on production machines. It is intended for testing purposes only.
