The latest version of Mesa can be downloaded from Softpedia

Mesa, an open source implementation of the OpenGL specification and a system for rendering interactive 3D graphics, is now at version 10.2.1.

Mesa 10.2.1 is the next iteration in the series and implements the OpenGL 3.3 API. This means that some drivers might not support the specifications for the latest Mesa. This build has been released to fix a small problem, but it also integrates quite a few other features.

"Mesa 10.2.1 has been released! Mesa 10.2.1 is an emergency release to fix a build failure added to 10.2 between 10.2-rc5 and the final release," reads the official announcement.

According to the changelog, a build error introduced in a previous version has been fixed, eglMakeCurrent is now working correctly when it's releasing context from current thread, a quadon opcode emission has been fixed, the ISAD emission with register args has been fixed, forgotten code for gk110 isa has been added, the copy and paste values in Broadwell code have been corrected, and a crash that occurred when not all attachments are populated has been fixed.
