This means that users will have to wait until Ubuntu 14.04 LTS for a new branch

Ubuntu 13.10 (Saucy Salamander) is scheduled for release in just a couple of days and Canonical has officially announced that it is going with the Linux kernel 3.11.

Adopting the latest kernel is a new trend for the Ubuntu development team. It's a shame that they didn't manage to get the 3.12 branch, but that's still pretty far off from a stable release.

“Now that we are past the Ubuntu Saucy Salamander 13.10 Kernel Freeze, the Ubuntu Kernel Team felt this would be an appropriate time to officially confirm the Ubuntu 13.10 kernel will be based on the upstream v3.11 Linux kernel,” said Canonical's Leann Ogasawara on the mailing list.

This is actually important news because Canonical doesn't upgrade to the next branch of the kernel during a development cycle. This means that Ubuntu 13.10 users will be stuck with 3.11 until the next distribution in the series rolls out.
